Improved Community Water Management in Kok Klang Village, Sakon Nakhon
15 February 2016

[SAKON NAKHON PROVINCE, THAILAND] Community members in Kok Klang village of northeastern Thailand’s Sakon Nakhon province are acting now to improve their preparedness for the impacts of climate change on their lives and livelihoods, with support from the USAID Mekong Adaptation and Resilience to Climate Change project (USAID Mekong ARCC). Already facing greater rainfall variability and more extreme dry seasons, Kok Klang community members undertook USAID Mekong ARCC’s participatory adaptation decision-making process to identify community vulnerabilities and formulate their own adaptation plan. Their number one vulnerability was water scarcity, especially during the dry season, and its impacts on the health and livelihoods of their community.

To address this vulnerability, USAID Mekong ARCC partnered with the International Union for Conservation of Nature (IUCN) Thailand to support the Kok Klang community to improve community water management practices, including establishing a water management committee, installing household water meters and repairing the existing pipe system. With local administration support, a water tower was constructed, and another small reservoir was built nearby for the village water supply.

By monitoring water usage, the community can better manage water resources, particularly during the dry season, which is projected to worsen in future years. The community is supportive of the water meters, and once the existing pipes are repaired, community members would be willing to pay for water use (charges would increase progressively). Ultimately, the benefits have been made evident, especially for those households which previously had limited or no access to water. In February 2016, nearby villagers from Ban Na Luang conducted an exchange visit to Kok Klang. They were particularly interested in the water management improvements since they face similar issues with water shortage in the dry season. They were keen to take lessons from Kok Klang to incorporate into their local development plans and help build greater resilience into their water management system.
