USAID Mekong ARCC’s Final Workshop on Harnessing Climate Finance for Rural Adaptation in the Lower Mekong Basin

The USAID Mekong Adaptation and Resilience to Climate Change (USAID Mekong ARCC) project marked the near completion of its five years of work by conducting a final workshop titled Harnessing Climate Finance: Challenges and Opportunities for Rural Adaptation in the Lower Mekong Basin, from July 6-7, 2016 in Bangkok. The workshop was conducted in coordination with Thailand’s Office of Natural Resources and Environmental Policy and Planning, and focused on linking rural adaptation initiatives tested at the project’s community sites in Cambodia, Lao PDR, Thailand, and Vietnam to climate financing.

More than 80 participants from a range of line ministries, local and international development partner organizations and practitioners across the Lower Mekong Basin countries, including Cambodia, Lao PDR, Thailand, and Vietnam, explored the potential for replication and scalability of the field-tested rural adaptation initiatives in the context of different climate change financing options.

The workshop not only served as a platform to learn about  USAID Mekong ARCC’s Integrated Community Climate Change Adaptation approach, but also for country government representatives and development partners to collaborate in identifying approaches and opportunities for aligning national adaptation priorities with specific financing streams to strengthen climate change adaptation and resilience in their respective countries.

Several resources were prepared and presented at the workshop to increase understanding of the project’s work and its linkage to climate financing, including (1) Key Findings on Harnessing Climate Finance for Rural Adaptation in the Lower Mekong Basin: Opportunities, Constraints and Future Prospects; (2) Climate Risk Profile: Addressing Agriculture Livelihood and Water Vulnerabilities in the Lower Mekong Basin (draft); and (3) Legacy Report on Planning and Implementing Rural Adaptation Initiatives in the Lower Mekong: Methods Applied to Integrate Climate Science and Local Knowledge. Surveyed workshop participants’ feedback indicated that they learned most about (1) information on financing rural adaptation including funding sources, (2) the USAID Mekong ARCC project’s climate risk profile and tested climate change adaptation strategies, and (3) the criteria that donors employ when destemming whether to support project proposals. Most participants said what they learned from the workshop enables them to prepare a CCA proposal/project and to work with relevant stakeholders to incorporate the CCA lessons into the national and sub-national levels.
