REPORT: Lessons from Implementing Adaptation Plans in the Lower Mekong Basin
12 May 2016
Author: Moushumi Chaudhury, WRI Vulnerability and Adaptation Expert

After two-year effort to strengthen community adaptation capacity to the negative impacts of climate change, USAID Mekong Adaptation and Resilience to Climate Change (USAID Mekong ARCC) project engaged World Resources Institute Vulnerability and Adaptation Expert, Moushumi Chaudhury, to capture lessons learned from implementing the adaptation plans across five community sites in the Lower Mekong Basin over the course of 2015.

The report entitled, “Lessons from Implementing Adaptation Plans in the Lower Mekong Basin” targets government agencies and donors who would like to know what adaptation activities reduce vulnerability in order to help scale such activities. The report also targets project implementers so that they are aware of the various barriers and enabling factors that can influence successful implementation of adaptation projects. The report analyzes community adaptation plans across all five sites, USAID Mekong ARCC quarterly reports, and findings from interviews with project implementing partners in all four countries.

The report starts by identifying the various threats that people face in the USAID Mekong ARCC sites. Droughts are common in mostly Thailand, Lao PDR and Cambodia. However, countries such as Thailand and Lao PDR also face the threat of high levels of precipitation and flooding. Sea level rise and salinity is unique to Vietnam namely because the project site is located on the coast. The year 2015 was a particularly dry year, with above average temperatures due to El Nino. Therefore, El Nino may be a factor that has influenced the extent to which communities benefited from adaptation activities in USAID Mekong ARCC sites.

In the last part of the report, key recommendations on adaptation options and enabling factors and barriers that influence implementation of adaptation plans in the LMB are also included in the report.
