The Vulnerability Assessments (VAs) completed for the USAID Mekong ARCC target communities in Lao PDR, Thailand and Vietnam are part of a process to identify existing community vulnerabilities to climate change. They draw from the USAID Mekong ARCC Climate Change Impact and Adaptation Study for the Lower Mekong Basin, local scientific and weather resources, and expert assessment.
These desktop VAs guide adaptation decision making within the communities through a process in which implementing partners work closely with villagers to merge scientific data and local knowledge into a shared understanding of climate impacts and associated vulnerabilities to livelihoods. This shared understanding leads to the identification of select number of suitable adaptation actions to be piloted within the communities.
